How Local Payroll Differs by County in Pennsylvania
Pennsylvania payroll changes depending on where your employees live and work. Act 32 requires employers to withhold local earned income tax for Pennsylvania employees, and that money moves through county tax collection districts. Matching each employee to the right district is tedious work. We do that matching for you.
Philadelphia is different. The city levies a Wage Tax that employers must withhold for Philadelphia residents and for work performed inside the city. It is the biggest payroll difference between the city and the suburban counties. On top of that, the Local Services Tax applies in many municipalities, and Pennsylvania unemployment compensation registration and quarterly filings apply statewide.
